Cambodian online gambling is a transnational crime exploiting legal loopholes between Indonesia and Cambodia. It involves illegal Indonesian workers as operators while targeting lower middle-class communities as victims. Kompas was the first media outlet to conduct investigative reporting directly at gambling hubs in Cambodia. This study aims to examine how the nine elements of journalism, as conceptualized by Bill Kovach and Tom Rosenstiel, are applied in Kompas.id’s investigative coverage. Using an interpretive paradigm and qualitative methods, the research relies on news analysis and in-depth interviews with two journalists involved in the investigation. The findings reveal that Kompas.id implemented all nine elements across 19 investigative reports, with truth as the primary obligation, verification as the core discipline, and the watchdog role emerging as the most dominant. However, maintaining independence and balance remains challenging due to the complexity of the issue. Two key findings are the differing legality of gambling in the two countries, creating a dilemma for case resolution in Indonesia, and Kompas.id’s innovation of a WhatsApp channel for public responses in its investigative section. This initiative offers an alternative for further research on the tenth element of journalism, namely citizens’ rights and obligations.
